EPA Framework for Metals Risk Assessment
Since 2001 when EPA lowered the Toxics Release Inventory (TRI) reporting threshold for lead from 25,000 lbs to 100 lbs on the unscientifically-based designation of lead as a persistent bioaccumulative toxin (PBT), IPC has aggressively lobbied against the questionable application of the PBT criteria to lead. On March 8, 2007, EPA finalized its framework for assessing the risk of metals. The framework outlines key metals principles (as differentiated from organic compounds) that should be considered when classifying metals as PBTs. One key principle is that “metals are naturally occurring constituents in the environment and vary in concentrations across geographical regions.” This change in the agency approach may affect regulatory decisions such as the reporting of lead in EPA’s TRI program.
