IPC — Association Connecting Electronics Industries is looking to hire a PSYCHOMETRICIAN

The Psychometrician will oversee the design, development, maintenance, updating, and evaluation of certification program assessments in accordance to educational and psychological best practices and accepted international standards. This position will provide the Education and Certification Teams with every facet of psychometric support including but not limited to item analyses, DIF analyses, scaling, linking/equating, reporting, and conducting norming studies. The Psychometrician will participate in strategic planning for Certification programs and will act as the staff liaison to select Certification committees and volunteers. 

RESPONSIBILITIES

Certification Program Development and Maintenance – 30%

  • Monitor progress of all assessment development and maintenance projects for IPC Certifications, ensuring that all internal IPC guidelines, processes, and procedures are followed, and that all applicable international standards and specifications are met.
  • Manage and periodically update the IPC Item Writing Style Guidelines.
  • Apply expert judgment and state-of-the-art methodology and analytic techniques to the development of new assessments, and the maintenance and improvement of existing ones, that maintain high standards and adhere to the Standards for Educational and Psychological Testing.
  • Apply item response theory (IRT) as well as traditional psychometric procedures for all purposes related to both computerized adaptive and conventional tests. Applications will include test design; development of score scales; analysis of psychometric properties of test items and test scores; evaluation of test reliability, measurement error, and test and score validity; and developing representative test score norms.
  • Edit assessment items to ensure compliance with IPC Item Writing Style Guidelines and other appropriate international standards and specifications.
  • Coordinate the identification, approval, and listing of reference/resource materials.
  • Maintain detailed records of all test development and maintenance activities.

Committee/ SME Interactions – 30%

  • Facilitate committee meetings, prepare meeting agendas, record meeting minutes, and develop committee meeting reports as needed.
  • Inform, train, and manage groups of Subject Matter Experts (SMEs) in the process of designing assessment items, assessment strategy, managing exam banks, developing exam structures, etc.
  • Use item and test statistics, along with the concepts of reliability and validity, and work with psychometrician(s) to analyze the performance of items and tests. Report and interpret results for internal IPC staff as well as committee members. Identify potential causes of poor performance of specific items, provide recommended courses of action to address issues.

Analysis -15%

  • Perform Classical Test Theory analysis to review score distributions, provide insights on reliability and to assess validity
  • Perform Item Response Theory analysis to assess item fit, and to calculate data points required to drive adaptivity
  • Perform Differential Item Function testing on test items to provide insight as to any items that may be discriminative

Job Task Analysis/ Practice Analysis – 15%

  • Engage with the Job Task Analysis Committee and Sub-committees to perform Job Task Analysis or Practice Analysis on critical job roles in the electronics industry.
  • Maintain relevance of the perform Job Task Analysis or Practice Analysis by periodically updating the content through new surveys or other methodology.
  • Utilize the Job Task Analysis/ Practice Analysis to develop, maintain, and update exam blueprints for all certification programs.

Operations – 10%

  • Develop, design and document technical and operational procedures and statistical guidelines.
  • Standardize, find efficiencies, develop infrastructure, and accurately scope exam development and maintenance activities, analyses, and security projects.

REQUIREMENTS

  • Master's degree or a Ph.D. in Statistics, Psychological Measurement, Education Measurement, Psychometrics, or related field with an emphasis on quantitative analysis or psychometrics. 
  • At least one year of experience in psychometric research and statistics. Examples may include item response theory, scaling and equating, Monte Carlo methods, sample design and computer programming.
  • Related experience, including assessment systems, sampling theory and item response theory.
  • Extensive experience utilizing statistical analysis software (e.g., SAS, R, BILOG, LOGIST, WINSTEPS, and/or PARSCALE) required.
  • At least 3 years’ experience in working with the electronics or a related manufacturing industry, preferred.
  • Instructional design experience, including conducting needs analysis, applying instructional design methodologies using adult learning theory, and interacting with subject matter experts to obtain content for intended audiences while translating it into appropriate training components a plus.
  • Knowledge of workforce development laws, regulations, principles, and methods.
  • Proficient in research, mathematical procedures and computer functions, and they must have sound problem-solving and analytical skills.
  • Able to follow directions, coordinate multiple projects, including producing high quality work under tight deadlines. Must also be willing to work independently with minimal guidance.
  • Strong written/oral communication skills required. Comfort with email and telephone communications is essential to effectively interact with staff, contractors and committee members virtually.  Must be able to work with people from various knowledge levels, personalities, economic and cultural backgrounds. 
  • Must possess strong attention to detail.
